Parties Discuss Allowances, Rights
for Part-Timers and Scheduling
Bargaining Team Spends Four Days in Negotiations with Treasury
Board/CBSA
Our FB bargaining team met with Treasury Board and CBSA representatives in
Ottawa the week of November 14 to continue negotiations for a new contract. Talks
over the course of the four days focussed primarily on our proposals concerning
allowances, rights for part-time employees and union leave.
With respect to allowances, the discussions focussed on our proposals for an
allowance for plain clothes employees, a uniform allowance and an allowance for
dog handlers. In all cases our proposals are modeled on precedents that have
already been set with other unionized enforcement workers across Canada.
On the issue of part-timers, we pointed out that there has been a considerable
increase in part-time hiring in CBSA workplaces, and that these employees have
comparatively few rights. We discussed our team’s proposals concerning
scheduling rights for these employees, including mechanisms that would ensure
recognition of years of service and more pensionable time for part-time workers.
The parties also discussed our proposals concerning increased union leave for
elected officers, primarily with an eye to ensuring that union representatives have
more time to work towards the resolution of on-going problems in the workplace.
And we re-iterated again the need for there to be serious discussion in our next
meeting about protecting and expanding alternative working arrangements for nonuniformed
workers.
